Try out BOPS through our early access package. We’re offering this pilot programme to innovator councils who want more choice in the tools they use, supported by MHCLG.

We’re running our pilots as part of Open Digital Planning. This programme offers funding, support and networks to councils who want to adopt modern planning practices.

Through the Digital Improvement Fund, you can access financial support to boost digital skills, open up your planning data, and get involved in co-designing and testing modern planning software like BOPS.

How it works

BOPS is part of the Open Digital Planning product family. This includes PlanX, for receiving data rich applications, and the Digital Planning Register (DPR). These products have been designed to work together to give a great experience to customers and save time and money for councils.

We’ll support you to test your choice of service:

  • pre-application service only

  • specific application types, such as householder only

  • all application types

  • the full package

  • We’ll set up your ‘live’ environment

  • Receive and process live applications through BOPS

  • Get responsive technical and onboarding support throughout

  • Feed back as you go and co-design improvements with us

  • 3 monthly reviews to decide whether to proceed, extend the test phase, or opt out

Step 2:
Get set up

  • Join the ODP community and meet our team

  • If you don’t already have PlanX, get set up before you use BOPS

  • Apply to join the ODP pilots group

  • We’ll help you to get approval from internal teams like IT, finance and data protection

  • We’ll set up a BOPS ‘test’ environment for you to try it out

  • are looking for a change and likely to procure development management software in the next 2-3 years

  • have a mindset for change, with a culture that supports innovation and buy in from leadership

  • are willing to try something new before it becomes mainstream

  • can invest time to help us test and improve the service

  • are ready to transition, with data sets available on planning.data and technical skills in-house.
